State government reducing fines on drivers breaking motor vehicle rules

The new Motor Vehicle act with fines has come into effect from September 1, 2019, yet most state governments are reducing the fines drastically. They are claiming that it will affect the people, when only a small section of the indian population drives vehicles.
For example the domain investor does not drive any vehicle, because the security agencies in goa were bribed to torture her in the worst possible manner using radiation weapons while she tried taking driving lessons, causing very severe headache, memory loss which lasted for 8-9 days
Hence she uses public transport, and though it is not convenient, she does not cause any harm to anyone.
Those who own and drive vehicles have enough money, to purchase a vehicle and pay all the expenses, They can easily afford to pay fines of Rs 10000 or so if they break the rules. They are expected to follow rules and not cause harm to anyone.
The number of road accidents in India is one of the highest in the world, though other countries have more vehicles, roads, hence the decision taken to increase fines is welcomed by citizens who watch rash drivers breaking traffic rules.
